NOTICE OF IMPOSITION OF CONDITIONS AND RESTRICTIONS
ON FRANCIS CARIGNAN’S LICENCE

NOTICE is hereby given that Francis Carignan, full-service real estate broker (licence E0362), whose establishment is located in Laval, has had conditions and restrictions imposed on his licence, following a decision by the Licence Issue and Maintenance Committee of the Organisme d’autoréglementation du courtage immobilier du Québec (OACIQ), pursuant to section 38 (2°) of the Real Estate Brokerage Act.
On May 8, 2025, the Licence Issue and Maintenance Committee imposed the following conditions and restrictions on Mr. Carignan’s licence:
This notice is given in accordance with section 33 of the Regulation respecting broker’s and agency licences.
The decision became enforceable on July 9, 2025.

NOTICE is hereby given that Francis Carignan, full-service real estate broker (licence E0362), whose establishment is located in Laval, has had conditions and restrictions imposed on his licence, following a decision by the Licence Issue and Maintenance Committee of the Organisme d’autoréglementation du courtage immobilier du Québec (OACIQ), pursuant to section 38 (2°) of the Real Estate Brokerage Act.
On May 8, 2025, the Licence Issue and Maintenance Committee imposed the following conditions and restrictions on Mr. Carignan’s licence:
- From the notification of this decision until 60 months following his discharge from bankruptcy, the licensee shall be prohibited from carrying on real estate brokerage activities on his own account.
- From the notification of this decision until 60 months following his discharge from bankruptcy, the licensee shall enter into and maintain a written agreement with the agency within which he carries on his real estate brokerage activities to the effect that the latter retains the GST and QST payable to him until he is required to remit them upon transmission of his tax return, which should be kept in the agency's file.
- From the notification of this decision until 60 months following his discharge from bankruptcy, the licensee shall enter into and maintain a written agreement with the agency within which he carries on his real estate brokerage activities to the effect that the latter holds a minimum of 20% of his remuneration for the purpose of paying his taxes, until such time as he is required to remit it upon transmission of a copy of his notices of assessment, or for the purpose of making instalment payments.
- A copy of the agreement mentioned in paragraphs (b) and (c) shall be sent to the OACIQ Registry Service within 30 days of notification of this decision.
- In the event of any agency change during the period mentioned in paragraphs (b) and (c), the applicant shall send the Organization’s Registry Service a new undertaking under the same conditions with the new agency within 30 days of the agency change.
- Within 30 days of notification of this decision, the licensee shall send the bankruptcy trustee all missing documents, including proof of income earned during the bankruptcy, confirmation of full payment of the amounts related to the BMO RESP, and any other documents that the trustee may require to proceed with the discharge.
- The licensee shall send the Organization's Registry Service proof that all the obligations mentioned in paragraph (f) have been duly met, failing which his licence will be suspended.
- The licensee shall send the Organization's Registry Service his certificate of discharge from bankruptcy within 6 months of notification of this decision.
- Should the licensee not be discharged from his bankruptcy within this period, his licence will be suspended, and his file resubmitted to the Committee.
- The period referred to in the decision shall end only upon the completion of such period with an active real estate broker's licence.
- The period referred to in the decision shall be suspended in the event the licensee suspends or revokes his real estate broker's licence.
This notice is given in accordance with section 33 of the Regulation respecting broker’s and agency licences.
The decision became enforceable on July 9, 2025.
