Throughout the year, the OACIQ implemented several initiatives designed to foster prevention and build trust. Here is a summary of the results of the OACIQ’s activities for 2025.

In 2025, the OACIQ enhanced its media presence and public reach by stepping up its communication initiatives focused on prevention, transparency, and public protection.
The Organization thus recorded a 7% increase in its reputation score, for a total of 27%, compared to 2024 (20%).

In 2025, Info OACIQ played a key role in supporting consumers and professionals by providing a tailored service designed to promote a better understanding of obligations. Once again this year, 97% of respondents declared themselves very satisfied with the quality of the service received and the relevance of the references and information provided by information agents.

Since its launch, Élise, has processed 670,000 inquiries, including 476,000 in 2025 alone.
The virtual agent has thus cemented its position as a reference tool, providing continuous and expanded access to reliable information, which has now been enhanced to include commercial real estate brokerage.

Public Assistance Department

When people encounter problems during their transaction with a broker, they can use the Request for assistance form to file a complaint. The Public Assistance Department guides the plaintiff throughout the process.
In 2025, the Department continued its preventive and proactive approach to respond quickly to high-risk situations and support the public throughout the protection process.
OACIQ Training Department

To ensure that their skills remain up to date and in line with the changing real estate brokerage industry, real estate brokers and agency executive officers must complete their Mandatory Continuing Education Program. In 2025, they had access to 607 training activities, managed by the Training Department.

The Training Department is also responsible for examination sessions for candidates who have completed a basic training program and wish to become brokers. In 2025, the OACIQ focused on enhancing professional skills by improving its continuing education offer and strengthening requirements to promote rigorous and responsible practices.
Certification Department

When a candidate passes the OACIQ certification exam, he or she must apply for a licence to the Certification Department. This department is also responsible for suspending, revoking, or modifying the licences of real estate brokers and agencies in the event of an administrative or disciplinary decision. As at December 31, 2025, holders of a valid OACIQ licence numbered 17,552.
Inspection Department

The Inspection Department audits licensees' transaction records, accounts, books, and registers to ensure that they are complying with their ethical obligations and acting in accordance with the Real Estate Brokerage Act and its regulations.
In 2025, the Inspection Department stepped up its preventive and oversight activities to promote compliance with regulatory practices and to take targeted and proportionate action.
Syndic

The Syndic conducts investigations to determine whether or not to file a complaint with the OACIQ Discipline Committee when a violation of the Real Estate Brokerage Act or its regulations has been committed.
In 2025, the Syndic’s Office continued its efforts to handle ethical investigations rigorously and efficiently, particularly those involving conflicts of interest and the duty to inform, in order to reduce processing times.
Discipline Committee

The Discipline Committee reviews all complaints made by the Syndic against OACIQ licensees for violations of the Real Estate Brokerage Act and its regulations. It renders decisions on licensees’ guilt and may impose penalties, which can include licence suspensions and fines. In 2025, the Discipline Committee received 43 complaints from the Syndic.

The Fund compensates consumers for the loss resulting from an unintentional fault, error or omission committed by a real estate broker or agency. In 2025, the Fund paid $1.8 million in indemnities.
Real Estate Indemnity Fund (FICI)

The Fund offers protection to consumers who are victims of fraud, fraudulent (dishonest) tactics or misappropriation of funds committed by a real estate broker. The Indemnity Committee is responsible for deciding on the eligibility of claims. In 2025, 4 indemnity claims were approved, for a total amount of $110,290.
